A fisherman discovered a decomposing body partially submerged in Lower Otay Reservoir on Sunday, prompting an investigation by homicide detectives, San Diego police said.
The Chula Vista officers arrived and determined the body was in the San Diego Police Department’s jurisdiction. “The victim was underwater for an unknown amount of time, and most likely, due to the water level decreasing, became exposed,” Dungan said. “The way the victim was submerged is what makes this case suspicious and is part of our ongoing investigation.”
The man’s body was not immediately identifiable due to the extreme state of decomposition, Dungan said.
