Community members at a candlelight vigil honoring 12-year-old Gavin Peterson Tuesday night said they felt he was failed by everyone.
In May 2019, DCFS investigated allegations of child abuse in the Peterson home. While Gavin was not identified as a victim, another child in the home was found to have been physically abused by Scott.
