The District of Columbia is expanding access to electric vehicle charging with the launch of a new pilot program for curbside charging stations. The program, a collaboration between the District Department of Transportation (DDOT), the Department of Energy and Environment (DOEE), and the EV charging company It’s Electric, will initially deploy sixteen chargers across eight locations throughout the city. The pilot aims to inform future regulations and provide convenient charging options for residents.
The District Department of Transportation (DDOT), in collaboration with the District Department of Energy and Environment (DOEE), has unveiled the Neighborhood Curbside Electric Vehicle (EV) Charging Station Pilot. This forward-thinking initiative aims to broaden the availability of public EV charging options in residential areas throughout the District. The pilot program serves as a critical step in shaping future regulatory adjustments and establishing a framework for a permit system.
This system will authorize private vendors to install, operate, and maintain curbside EV charging stations within the public right-of-way of the District. The project is a collaborative effort with It’s Electric, an EV charging company, and is financially supported through a federal grant awarded to the company. DDOT Director Sharon Kershbaum emphasized the District's commitment to achieving carbon neutrality and climate resilience by 2045. She highlighted the department's dedication to facilitating sustainable transportation choices for all Washingtonians. The launch of this pilot underscores DDOT's leadership in innovation, with the agency actively testing curbside EV charging technologies and sharing best practices with cities nationwide.\Richard Jackson, Director of the Department of Energy and Environment (DOEE), commended the pilot as a significant stride towards meeting the District's climate goals. He further emphasized the Bowser Administration's unwavering commitment to a greener, more sustainable future, expressing DOEE's support for the project. It’s Electric will be responsible for the installation, operation, and maintenance of sixteen curbside chargers, each serving two adjacent parking spaces. These chargers will be strategically placed across eight locations within the District, ensuring representation in each Ward. The inaugural location is now operational in Ward 1, situated near The Festival Center (1640 Columbia Rd NW) on Mozart Pl NW. Advisory Neighborhood Commissions (ANCs) were consulted during the site selection process, guaranteeing the consideration of safety, accessibility, and compatibility with other street functionalities. The remaining seven locations are slated for installation in the coming months. Pepco's regional president, Amber Perry, expressed excitement about the collaboration with It’s Electric and DDOT, emphasizing the convenience that curbside EV charging brings to District neighborhoods. She also highlighted the company's electric vehicle incentive programs, which are designed to increase the number of publicly accessible Level 2 chargers across the District, offering residents more convenient charging options. Looking ahead, Pepco is eager to assess the pilot's impact and collaborate on expanding convenient charging locations.\Judy Chang, Project Director for It’s Electric, lauded the curbside chargers as a meaningful step towards widespread vehicle electrification in DC, acknowledging DDOT's efforts in delivering innovative transportation infrastructure. She emphasized how the project demonstrates best practices for creating sustainable and livable neighborhoods. The Level-2 chargers are single-port and require users to provide their own charging cables. To address this, District residents can request a free cable through the It’s Electric app (https://www.itselectric.us/for-drivers), with delivery expected within one to three business days. Bill Mefford, Executive Director at The Festival Center, expressed enthusiasm for the partnership and the convenience it brings to their neighborhood. He also highlighted the potential for the property owner to share in the revenue generated, which can be reinvested in other community initiatives. This pilot represents a significant milestone in the Bowser Administration's commitment to expanding access to publicly available EV charging infrastructure.
