The man and woman are accused of keeping a 12-year-old and 11-year-old in dog crates filled with feces as a form of punishment, according to court records.

A Dauphin County man and woman were charged with two counts of endangering the welfare of children after police said they kept two children in dog crates filled with dog feces at their condemned Lower Paxton Township home., Narvell’s partner, were responsible for taking care of a 12-year-old girl and her 11-year-old sibling, court documents said. However, the children were placed in a foster home on March 14 because of “deplorable living conditions,” according to an affidavit.

While in foster care, the children told their foster parents that Narvell and Meck forced them into dog crates on three separate occasions.
