Consultant Mike Musser II’s work with the Dauphin County Redevelopment Authority could soon end, as the authority plans to vote Thursday on whether to terminate both of his contracts.
Dauphin County Commissioner Justin Douglas on Wednesday accused a well-connected political consultant of double-dipping in county funds by receiving grant money from a program he oversees.
The consultant, Mike Musser II, has administered the Dauphin County Industrial Development Authority’s gaming grant program since 2008 and is paid $5K per month to review applications and help usher applicants through the selection process. Since 2019, Musser’s company, Community Networking Resources, has also been paid $3K per month by the Dauphin County Redevelopment Authority to assist with redevelopment plans for the former Harrisburg State Hospital grounds — a contract that is paid for by a gaming grant and was not awarded through a competitive bid process. According to Douglas, the contract has garnered Community Networking Resources $186K to date.
