“Because investigation of the DCJD and its detention facilities is exclusive within the juvenile board’s jurisdiction, it is outside of the commissioners court’s jurisdiction,” the lawsuit says.
County Judge Clay Lewis Jenkins said in a text message that if children are being held in isolation due to staffing shortages, then commissioners need to know. “I don’t want to know who is being held. I just want to know if a human being – a child – is being held,” he said. “So this security concern that they have that somehow this will identify a juvenile is simply not true, because we specifically asked that no information of a child be revealed to us.”
