Philip Hiatt Haigh, executive director of The Loop Dallas, said his organization plans to privately fund the lighting underneath the DART and Interstate 35 E bridges that was removed from the project’s scope.
Parks board president Arun Agarwal told us if Fain rejects the counteroffer, the project will have to be rebid.
