Council member Carolyn King Arnold plans to challenge the new term limits imposed by voters after Proposition E passed in November. Arnold, representing South Oak Cliff, has served four full two-year terms since 2015, but because they weren't consecutive, she was eligible to run for one more term. Proposition E , which bans single district council members who've served four two-year terms from running for council again, was approved by 69% of voters.

Arnold stated that she will file before the February 14 deadline, asserting her commitment to the democratic principles of representation and allowing the process to unfold. Dallas City Secretary Bilierae Johnson confirmed that the new charter amendment clearly denotes Arnold's ineligibility to seek re-election alongside Tennell Atkins and Omar Narvaez. Arnold's political journey began with her first two-year term in 2015, followed by a loss to Dwaine Caraway two years later. She was then appointed back to the City Council in 2018 after Caraway resigned and was subsequently sentenced to prison for federal public corruption charges. Arnold currently chairs the council's workforce, education, and equity committee, having previously served as council mayor pro tem and deputy mayor pro tem. She expressed surprise at the implications of Proposition E, stating that she learned about it only after the November 5 election. Arnold emphasized that her decision to file again stems from numerous residents who, like herself, were unaware of the new restrictions, stressing that this is not a self-serving endeavor but a response to the people's belief in the city's governance.Election Day is set for May 3, with all 14 City Council seats up for grabs, including four open seats. Besides Arnold, Atkins, and Narvaez, council member Jaynie Schultz will not seek re-election for a third term. The last day to register to vote is April 3, with early voting taking place from April 22 to April 29
