The Dallas City Council is set to approve funding for the Street to Home initiative, a multi-pronged effort to combat homelessness in Dallas and Collin Counties.
The Dallas City Council is poised to allocate $2.5 million in ARPA funds to the Street to Home initiative on February 12th. A further $3.1 million in contracts are expected to be approved in the spring. This ambitious project, spearheaded by Housing Forward , aims to tackle the growing issue of homelessness in Dallas and Collin Counties. Launched last summer as a partnership between the city and the All Neighbors Coalition , Street to Home has seen remarkable success.
The $30 million initiative focuses on connecting unhoused individuals to permanent housing and essential services, including rental assistance and mental health support. Street to Home's initial phase, launched in July, targeted encampments downtown – areas around the library, City Hall, Harwood, Main Street Garden, and Pacific Garden. In December, the initiative expanded its reach to address the dynamic geography of the downtown area, recognizing the need to tackle the issue holistically. The project has already housed 2,700 unhoused residents, with its successor in 2023 aiming to house an additional 6,000 individuals, significantly ahead of its 2025 deadline. These efforts have contributed to a 24% reduction in homelessness last year.Experts involved in Street to Home have gleaned valuable insights from their experiences. Streamlining the rehousing process in shelters is crucial to freeing up beds and encouraging more individuals to seek shelter. Understanding that the vast majority of unhoused individuals desire permanent housing is essential. Another key lesson learned is the need for tools and resources to effectively address the complex issue of homelessness. This includes providing support to partners such as the Dallas Police Department, enabling them to transport individuals experiencing homelessness to shelters.
