Smith, an ordained minister and former head of the U.S. Park Police whom the mayor tapped to lead the department at a time of surging violent crime, including rising homicides, in the nation’s capital.

Smith has served as acting chief since July. Since then, the city has experienced its deadliest month of the year, a continued surge in carjacking, andby the second week in November, a killing pace not seen since the late 1990s. Some lawmakers and residents expressed concern this summer about hiring a relative newcomer when the city needed urgent help. But in her months as acting chief, Smith appears to have largely assuaged those fears.and mostly withheld criticism. They praised her temperament and approach to reducing crime, which they described as grounded in data. Many lauded her for showing up to community meetings.

strong support for Smith despite the crime numbers, Mendelson said, “It’s difficult to expect that crime statistics will change instantaneously, even with a new chief.”
