Christine Patmon, a spokeswoman for CPS Energy, declined to answer specific questions from the Express-News about the incident. In a text message, Patmon said: “It was determined that this was an unacceptable action by a member of our team. The incident was brought to light after a reader sent a series of photos of the incident to News 4 San Antonio last week. Photos included in the news report, which was published Tuesday, show the squirrel tied to the back of the CPS Energy truck on what looks like the lower level of Interstate 35 near downtown.
