Construction for the temporary lifeguard tower has begun just north of the old existing tower in Mission Beach on Wednesday in San Diego. In place during the construction is a detour toward a platform boardwalk that goes around the construction.

A temporary lifeguard tower and trailer is being built just north of the deteriorating 47-year-old Mission Beach Lifeguard Station, with plans to have lifeguards largely vacate the dilapidated three-story station by Memorial Day. The timeline of the construction project is designed to have the new facilities operational before summer beach crowds arrive, officials say. The project’s $4 million price tag includes work already done to retrofit and make safety improvements to the existing building, which previously was declared a threat to public health and safety, as well as building replacement structures on adjacent beachfront property. The city’s long-term plan calls for demolishing the existing facility and replacing it with a new permanent building. It is unclear when that might occur. Funding has been allocated to begin planning for the project, but funds have not been set aside for design and construction. Bicyclists and joggers are diverted to a temporary walkway on the sand as construction continues on a temporary lifeguard tower just north of the old existing lifeguard station in Mission Beach. “The temporary lifeguard tower and trailer will remain in place until a project to address the existing station is completed,” a spokesperson for the San Diego Fire-Rescue Department said. A few portions of the old lifeguard station, such as its garage and locker room areas, will remain accessible to lifeguards after the new building is completed. A public restroom with showers located next to the lifeguard station remains open and is not affected.and was nearing the end of its service life. The station, which bears a distinctive red cross and American flag atop its highest floor, serves the busiest beach areas within the city. Conspicuous cracks had developed along the building’s outside walls as exterior stucco deteriorated. Earlier inspections showed that moisture had reached the building’s structural concrete masonry walls, while exposed steel supporting the lifeguard observation deck showed visual signs of corrosion. “The Mission Beach Lifeguard Station has been determined to be in a critically deteriorated condition, posing an immediate risk to public health and safety,” the city’s deputy chief operating officer wrote in a July memo to the City Council. “Significant deterioration of exterior stucco and walls due to water damage has created large rifts in the building facade, with high risk of falling debris.”Workers last week were busy with heavy equipment working on the site of the replacement buildings. Fencing draped with blue tarps has been set up in front of the lifeguard station, with a gap in the fence allowing access to its entrance. A stretch of the boardwalk has been closed because of the construction work, and foot and bicycle traffic is being diverted to a temporary walkway on the sand next to the seawall. City officials say the existing station has been retrofitted for safety purposes, and much of the building continues to be used by lifeguards. A first-aid room and office on the south side of the building are not in use. The “most important part” of the current station is a 12-by-12 observation room on the third floor that provides lifeguards with views of the sand and water, said San Diego Lifeguard Chief James Gartland. The room “manages glare, views and light distortion through architectural techniques … The observation area is open and in use every day.” A fire department spokesperson said the temporary tower that’s being built will be the same height as the existing lifeguard tower — and will accommodate the same vantage point for lifeguards. Last week, the city posted on social media about the ongoing work and disruptions beachgoers might notice on the boardwalk and a roundabout on Ventura Place near the lifeguard station. “Construction is expected to be completed by Memorial Day, allowing the boardwalk and roundabout to reopen for the busy summer season,” the city said on Instagram. The temporary facilities will remain in place until a project is finalized to address the existing station, the city said.
