Lawmakers race to pass a short-term funding extension to avoid a government shutdown.
Congressional leaders are unveiling their plan to avert a partial government shutdown by the Friday federal funding deadline. House Republicans released a 1,547-page document detailing a short-term extension of fiscal year (FY) 2024 government funding levels. This aims to provide lawmakers with more time to finalize funding for the remainder of FY 2025. It's the second such extension, known as a continuing resolution (CR), since FY 2024 concluded on September 30.
The bill extends FY 2024 government funding levels until March 14th. It also includes over $100 billion for disaster relief following storms Helene and Milton, which recently impacted the U.S. Southeast, and an additional $10 billion in economic assistance for farmers. The legislation incorporates provisions focused on healthcare to mitigate the influence of Pharmacy Benefit Managers (PBMs) and legislation aimed at revitalizing Washington, D.C.'s RFK Stadium and surrounding area. It also paves the way for outbound investment legislation designed to curb the flow of U.S. dollars benefiting Chinese military and technology firms abroad. Recent drone activity on the Eastern Seaboard, which has raised concerns among both the public and lawmakers, has prompted negotiators to include a reauthorization and extension of the government's Unmanned Aircraft Systems program. To partially offset this funding, House leadership staff stated that the bill will enable the Treasury to recover some of the funds the federal government spent rebuilding the Baltimore Key Bridge. Passage in both the GOP-controlled House and Democrat-controlled Senate is required by Friday, with the bill needing to reach President Biden's desk by midnight to prevent a partial government shutdown.
