The Colombian gangster has ties to the "Clan de Golfo" cartel, according to U.S. Border Patrol sector chief.He stated his agents found photos of people being tortured on his phone.Photos shared by Owens showed tattoos that officials say are indicative of gang membership. The unidentified man was arrested on March 14 in El Paso, Texas, which in near Ciudad Juarez, Mexico.
A Texas law that would allow the state to arrest and deport people who enter the U.S. illegally is on hold for while a federal appeals court considers it. Arrests for illegal crossings along the southern border fell by half in January from record highs in December. Border Patrol officials attributed the shift to seasonal declines and heightened enforcement by the U.S. and its allies. The federal government has not yet released numbers for February.
