Next week's anticipated meeting between U.S. President Joe Biden and Chinese President Xi Jinping at the Asia-Pacific Economic Cooperation forum in San Francisco is unlikely to produce major agreements but offers an important chance to stabilize tense relations made worse early this year by China's spy balloon fiasco, knowledgeable observers said.
