There were 27 other states also below average, led by Oklahoma, 5.7 percentage points below; North Carolina, 4 percentage points below; and Idaho and Utah, 3.3 percentage points below. Conversely, Hawaii’s rate was 4.4 percentage points above average. Rhode Island was up 4 points.
