MANCHESTER, England—British Prime Minister Boris Johnson on Wednesday announced a revised Brexit proposal, warning the European Union that he remains prepared to take the U.K. out of the bloc at the end of October without a deal.
In a speech at the Conservative Party’s annual conference that was light on detail, Mr. Johnson urged EU officials to help find an agreement over the terms of Britain’s split with the bloc, more than three years after Britain voted to leave the EU.
