Interim Safety Director Wayne Drummond looks on.CLEVELAND, Ohio – Mayor Justin Bibb’s college roommate, who landed a high-ranking city job in March, lied about his involvement in a 2015 Washington D.C. police case in which he was accused of violating the constitutional rights of two senior citizens.
In the days that followed council’s initial uproar on April 15, McHugh – along with Chief of Staff Davy and Interim Safety Director Wayne Drummond -- appeared before The Plain Dealer and cleveland.com’s Editorial Board to plead McHugh’s case.for city workers on April 29, McHugh told the cleveland.com editorial board that in 2015 prosecutors -- against his own wishes -- made him pursue an aggressive investigation of Vashti and Eugene Sherrod, a Maryland couple in their 70s.
McHugh’s investigation led to Sherrod being arrested for assault with a deadly weapon. But her accuser later changed her story. A grand jury never indicted Sherrod. City officials insisted to the ed board that McHugh is a “process person.” That’s one of his best qualities, they said, and it’s why he behaved the way he did in the Sherrod case. McHugh painted himself as a detail-oriented officer who was just following protocols.
When members of the Editorial Board pressed McHugh on the disconnect between his story and what’s reflected in court records, McHugh encouraged the board to read the full case file.In his sworn deposition from 2017, McHugh tells a different story. Not once in the 75-page transcript does McHugh say he asked prosecutors to end his investigation or asked them to deny charges.
