Armando Sanchez, a peer supervisor for the Center for Health Care Services, is attending one of the organization’s conventions. He works directly with individuals struggling with mental and addictive disorders. Having relied on Medicaid himself, Sanchez is deeply concerned about the potential impacts of the new bill. “It's a very hard conversation to have when you're telling someone that they don't have access to the resources that they need to stay healthy,” said Sanchez. Jelynne LeBlanc Jamison, President and CEO of the Center for Health Care Services, echoed the concern on a national scale. “The federal and medical assistance package was at 90% for states that expanded Medicaid, and this bill would reduce that to 80%,” said Jamison. Texas, however, is not among the states that expanded Medicaid and currently receives only about 60% of Medicaid funding from the federal government. This means the state must shoulder a larger share of the cost. In Bexar County alone, 445,000 residents are on Medicaid, and Jamison’s organization serves 38,000 people dealing with mental and substance use disorders.“And so when you are in that low-income category, of course, you're access to care, both physical and medical and mental, is limited.” The issue is further complicated by the stigma surrounding behavioral health, which often prevents individuals from seeking care in the first place. Sanchez says he'd rather legislators talk about how people can get connected to Medicaid instead of talking about how it will be funded. “But it's gonna take some leg work, it's gonna take some being introduced to these resources,” said Sanchez. President Trump has defended the bill, claiming it targets only waste, fraud, and abuse. The legislation now moves on to the Senate for a vote.
