The operator of what's described as an unlicensed spa in Avon is now the subject of a police investigation after numerous complaints from the community.

Avon has been home for Raynard for as long as he can remember, but things have changed since he was a child. "This is within 1000 feet of a school and childcare facilities," Hayes explained. "We want to make sure this is addressed swiftly." Back in the neighborhood, Raynard says he's submitted surveillance video to police, along with the numerous complaints.
