The ANC in Mpumalanga will look into why its senior councillors in the province’s Dipaleseng Local Municipality are refusing to release a damning forensic audit report to fellow councillors and the public.
Council speaker Xolani Shozi has not initiated council deliberations on the report – fuelling speculation that he is trying to protect himself, mayor Khethiwe Moeketsi and acting municipal manager Nomacala Khanye, who are all implicated in the report.However, the report has somehow been leaked to councillors and City Press. An ANC councillor told City Press that the Speaker was supposed to table it, but has still not done so.
Moeketsi was the Speaker at the time all the corruption covered in the report took place, but she failed to provide oversight and act. The report also recommended that action be taken against former mayor Mafunda Makhubu concerning irregular salary increases to employees. Samba Solutions found that at least R53.8 million was irregularly paid to seven companies and R1.6 million was paid in salary increases and allowances for officials.
Samba Solutions’ report indicated that service providers were hired and paid, even though they failed to comply with supply chain management requirements such as producing audited financial statements, meeting BBBEE standards and submitting fully completed tender documents.
