They wrapped his body in a sheet and carried him outside to await the coroner. The Arizaga family had no renters’ insurance and still had outstanding medical bills from Oscar Sr.’s car accident. Holcomb, the mayor, came to pay his respects and left the family a business card, saying to call if they needed anything. Her request was one of at least 36 FEMA received last year for individual assistance after natural disasters. Melissa Forbes, acting assistant administrator in FEMA’s Office of Recovery, said in a recent interview that the agency considers a number of factors when deciding whether to approve individual assistance, including the state’s taxable resources, the amount of damage and residents’ insurance levels.
