OAKLAND — The Oakland A’s plan to build a waterfront ballpark stumbled Wednesday when an advisory committee decided the team’s field of dreams doesn’t belong in the city’s port.

“We are very disappointed that an unelected body, this advisory group, would basically choose a parking lot over a privately financed ballpark and housing development,” A’s President Dave Kaval said in an interview after the 4 1/2-hour meeting. “I’m struggling here with this decision,” Oshima said. “I realize that I’m waffling here, but I think I need to rescind my decision on this and to vote no in the hopes that we have better information about the proposal for the Howard Terminal.

He said the port has seen about a 2% annual growth over the past 20 years, and only about 1% a year over the last decade.
