New Texas bill ending water break mandates is a death sentence for construction workers, experts say

In April, Hany Khalil, executive director of Texas Gulf Coast Area Labor Federation, was quoted in the Houston Chronicle calling HB 2127 a “Death Star bill” that amounts to a “hostile and sweeping power grab by partisan state officials designed to decimate our basic ability to govern ourselves at the local level.”

In Austin and Dallas, workers will see the most change when the law goes into effect Sept. 1. Ordinances in the two large Texas cities establish a 10-minute break for construction workers every four hours. Critics say it is part of a Republican agenda to bar cities from going forth with progressive policies.
