Kazakh President Kassym-Jomart Tokayev and Russian President Vladimir Putin hold a summit at the Kremlin in Moscow, Russia, on the 11th . EPA Yonhap News Russia has imposed retaliatory measures, banning the entry of 30 people including Japanese diplomats, journalists , and scholars, in response to sanctions by the Japanese government.

Kyodo News reported on the 12th that the Russian Foreign Ministry announced an indefinite entry ban on 30 Japanese nationals in response to the sanctions carried out by the Japanese government after Russia began its invasion of Ukraine. Those targeted include the spokesperson of the Japanese Foreign Ministry; Russia researchers and international politics specialists such as professors at the University of Tokyo and Hokkaido University; and journalists affiliated with Asahi Shimbun, Nikkei, Kyodo News, Mainichi Shimbun, Yomiuri Shimbun, and Fuji TV. The editor of the Japanese-language edition at the Ukrainian state news agency Ukrinform is also included. Mainichi reported that there were cases in which titles were written incorrectly on the Russian entry-ban list, such as a guest editorial board member at the paper being mistakenly listed as political news department chief and editorial page editor-in-chief. After the invasion of Ukraine, in May 2022, Russia imposed an indefinite entry ban on 63 people, including Fumio Kishida, who was prime minister at the time, and Sanae Takaichi, who then served as the Policy Research Council chair of the Liberal Democratic Party and is now the prime minister. Since then, it has announced entry bans on Japanese lawmakers and businesspeople on several occasions. In September, Japan imposed asset freezes on 14 individuals, including Russian government officials, corporate executives, and pro-Russian figures in Ukraine, and on 51 entities. Earlier, during a policy speech last month, Prime Minister Takaichi said the government would adopt the resolution of the Northern Territories issue and the conclusion of a Japan-Russia peace treaty as policy goals. Mainichi reported that Kremlin spokesperson Dmitry Peskov responded, “We welcome it. We also support the conclusion of a peace treaty”.
