Jeong Won-oh, the Seongdong District chief who topped the broader pro-government camp for the next Seoul mayoral race after outpacing Rep. Park Ju-min of the Democratic Party of Korea, said regarding the ongoing dispute over the Sewoon District in Jongno that “There is a need to protect the property rights of landowners and to carry out development.
” He emphasized that it should proceed after receiving a World Heritage impact assessment. Appearing on CBS on the 12th, Jeong said, “Mayor Oh Se-hoon’s idea of developing and tidying up the Sewoon District is in some respects correct. Development should be undertaken,” making these remarks. However, he stressed, “Such development must proceed within limits that do not harm the value of Jongmyo as a World Heritage site, or its economic and cultural value.” Regarding the assertion by Mayor Oh that because the Sewoon Zone 4 redevelopment site is located 100m outside the Jongmyo World Heritage zone, any building would not obstruct Jongmyo’s view, Jeong countered, “That is a judgment by the mayor.” He pointed out, “What is important is that Jongmyo, a World Heritage site, could be stripped of its World Heritage status,” and added, “If development of the Sewoon District leads to Jongmyo being stripped of its World Heritage status, not only its cultural value but also the economic value derived from Jongmyo would disappear.” Regarding Mayor Oh’s claim that ‘Even if Sewoon Zone 4 is redeveloped, there will be no stripping of Jongmyo’s World Heritage status,’ he said, “That is only the mayor’s judgment. The authority to designate and to strip World Heritage status rests with UNESCO, and it is UNESCO that decides; the mayor cannot say that delisting will or will not happen.” Jeong suggested that, to minimize conflict, a World Heritage impact assessment proposed by UNESCO should be conducted and that decisions should then be made based on the results. He added, “That way, development can proceed and the World Heritage site can also be protected.” When asked about the possibility of running for Seoul mayor, Jeong replied, “I am in deep deliberation.” Regarding Mayor Oh’s claim that housing supply in Seoul was blocked during the Moon Jae-in administration and the tenure of former Seoul mayor Park Won-soon, Jeong countered, “There is some validity in part, but Mayor Oh Se-hoon is not in a position to say such things.” He argued that the policy then used to reduce housing supply was the New Town exit strategy, and that it was Mayor Oh Se-hoon himself who devised that exit strategy. Jeong said, “In 2011, the first person to set an exit strategy and lift designations of redevelopment zones and New Town zones was Mayor Oh Se-hoon, and until he resigned after opposing free school meals, he lifted redevelopment zone designations in as many as 37 places totaling 750,000 square meters; that person was Mayor Oh Se-hoon,” and added, “Subsequent mayors only continued that policy. They deserve criticism for carrying it on, but I do not think it is something for Mayor Oh to be speaking about.” Regarding Seoul’s housing supply measures, Jeong said, “All available resources and methods should be mobilized to increase the supply of housing in Seoul, and district offices, City Hall, and the government should join forces to find win-win approaches and move them forward.”
