The role of chief justice of the Texas 5th District Court of Appeals is heavily administrative and critical to ensuring that the court runs efficiently in the name of justice. The intermediate appellate court hears criminal and civil cases in North Texas.Koch, a Republican and former Dallas County commissioner, has much deeper experience with overseeing a complex organization than does Williams.
We do know that over many years, a majority of respondents to the biannual Dallas Bar Association judicial evaluation poll have consistently given Williams the lowest ratings as a judge. She has described the poll as a popularity contest. We don’t agree. The poll generally reflects the view of lawyers we speak to about the quality of the judiciary.But it’s important to recall that he worked closely, without regard for party, with Dallas County Commissioner John Wiley Price onamong other matters.
