The Kingwood Civic Club began the parade in a much smaller fashion on the neighborhood side streets of Bear Branch in 1973, long before Kingwood was annexed by the city of Houston. Higgins remembers one year when Houston Mayor Sylvester Turner walked the 1.1-mile parade route in the rain. Higgins also remembered his predecessor, former Mayor Annise Parker, always requested a horse to ride in the parade. This year, Higgins is stepping back and Kingwood Rotary Club president Charlie Buscemi and his wife Tommie Buscemi, who have volunteered for the last 10 years, have taken the reins.
