A San Antonio nonprofit is building 30 apartments for low-income families and converting a former funeral home into a community center on the city’s West Side , where home values in low-income neighborhoods have soared over the past decade as downtown development accelerated. The San Antonio Alternative Housing Corp. ’s Memorial Apartments , along the 1600 block of El Paso Street , will include a mix of units for residents who make up to 30%, 50%, 60% or 80% of the area’s median income.
