‘Flock No’ urges Mayor Bibb, city council to cut the cord with surveillance company

The resident-led campaign “Flock No” is hosting a press conference on Wednesday afternoon to pressure Cleveland Mayor Bibb and the city council to cut ties with Flock.

CLEVELAND , Ohio - The resident-led campaign “ Flock No” hosted a press conference on Wednesday afternoon to pressure Cleveland Mayor Bibb and the city council to cut ties with Flock .

Flock Safety is a surveillance technology company that provides Automated License Plate Readers for the city of Cleveland. The group said that “ALPRs are not effective at either solving crime or improving public safety, ALPR data is highly insecure, prone to abuse, and accessed regularly by ICE. ”Members of “Flock No” said the cameras provide too much mass surveillance. About 100 Flock cameras are installed in Cleveland, many in high-traffic corridors.

“Mass surveillance introduces new safety issues, undermines democratic control of public infrastructure, is expensive, and it does more harm than good,” said Tessa Schwan of Cleveland. “If the police need a tool that’s designed to violate our constitutional rights in order to do their job, then we need to question whether they’re really keeping us safe,” Adams said. Advocates expressed concern about immigration enforcement tapping into the Flock system and using it against immigrants in Cleveland.

“It is difficult to work, raise a family, or simply live with peace of mind when people are constantly forced to fear being tracked, targeted, or separated from their loved ones by ICE or immigration enforcement authorities,” said Rebecca Garcia of Cleveland. Mayor Justin Bibb acknowledged Flock systems around the country have been accessed for immigration purposes. He said the city now has additional safeguards in place to make sure no immigration enforcement is using the Flock database.

“We made it very clear to Flock, if we continue to work with Flock, we’re going to hold them accountable to ensure that no law enforcement agency is weaponizing our database of Cleveland residents around immigration enforcement,” Bibb said. Bibb said Flock and other technology has helped with a historic reduction in crime. He said it helps solve cases.

“It’s important that we vet this contract, that we hear the concerns, that we put safeguards in place to protect the civil rights of our residents, but I’m gonna do whatever I need to do to keep the city safe,” Bibb said. The advocates said they want a say when the government deploys this type of technology without the public’s consent.
