Trump Administration to Consolidate Offshore Drilling Oversight Agencies

The Trump administration is merging two agencies related to offshore drilling oversight, aiming to streamline permitting and boost efficiency, a move that draws both support and criticism.

The Trump administration announced on Friday its plan to merge two agencies born from the aftermath of the 2010 Gulf oil spill . This decision, according to the Interior Department, aims to boost efficiency and accelerate the permitting process for offshore oil and gas drilling activities.

The new agency, named the Marine Minerals Administration, will consolidate the functions currently handled by the Bureau of Ocean Energy Management (BOEM) and the Bureau of Safety and Environmental Enforcement (BSEE). Interior Secretary Doug Burgum emphasized that this streamlined approach will maintain existing regulatory protections and stringent safety standards. The combined agency is designed to provide clearer coordination, enhance public service, and strengthen oversight of offshore energy development, Burgum stated. The new name harks back to the Minerals Management Service (MMS), which formerly held the federal responsibility for overseeing offshore drilling operations for many years.\The 2010 Deepwater Horizon disaster, triggered by a deadly explosion on BP's drilling rig in the Gulf of Mexico, resulted in the tragic loss of eleven lives and the release of nearly five million barrels of crude oil over a period of three months. This event stands as the largest offshore oil spill in the history of the United States. The MMS was ultimately disbanded in 2011 after revelations of cozy ties between the agency and the oil industry. A 2008 report by the Interior Department’s inspector general found evidence of employees accepting gifts, directing contracts to preferred clients, and engaging in inappropriate behavior with employees from the energy companies they were supposed to regulate. The Obama administration, facing public pressure, reorganized the agency in an effort to impose stricter control over drilling activities in the wake of the devastating spill. The former agency's revenue management function was also split off to form a new office. The primary objective of the Obama administration's reorganization was to address the complex and, at times, conflicting missions of the former MMS.\BOEM is tasked with overseeing the development of oil and gas, as well as renewable energy and mining on the U.S. Outer Continental Shelf. BSEE, on the other hand, is responsible for enforcing safety and environmental regulations. Miyoko Sakashita, oceans director at the Center for Biological Diversity, expressed concern that this reorganization resembles a giveaway to the oil industry, potentially expediting risky projects and endangering both people and wildlife on the coasts. She argued that the initial split of the MMS was a result of regulators being overly friendly with the industry and a lack of trust in their work's integrity. The National Ocean Industries Association, representing offshore developers, acknowledged that the two separate agencies responsible for administering the Outer Continental Shelf Lands Act could lead to inconsistencies and delays. Erik Milito, the association's president, believes that reuniting the agencies should result in improved coordination and a more efficient government, ultimately benefiting American citizens who rely on energy derived from the Outer Continental Shelf to power the economy and support society
