The class action lawsuit against Birmingham towing company Parking Enforcement Systems has stalled for a second time after Jefferson County Circuit Court Judge Tamara Harris Johnson recused herself late last month.

After more than a decade of widespread public complaint accusing PES of predatory towing downtown, the city recently installed new, uniform signage in several “problem lots,” according to a recent report from Birmingham Department of Transportation’s Strategic Projects and Innovation Division Manager Christina Argo.
