A former physical education teacher at Llandovery College , a private boarding school in Wales, has been the subject of a disciplinary hearing following allegations of inappropriate conduct with students.
Lowri Williams, 27, resigned from her £48,000-a-year position amidst an investigation into claims she failed to maintain professional boundaries. The Education Workforce Council (EWC) hearing detailed a series of concerning incidents that occurred between September 2023 and March 2024, encompassing events at the school, during a rugby tournament in London, and at matches held at the Principality Stadium in Cardiff and Christ College Brecon.
The allegations against Ms. Williams include displaying inappropriate behavior towards pupils, specifically showing them her underwear and engaging in discussions about personal relationships. Testimony from Pupil E revealed an instance where Ms. Williams was folding clothes, including underwear, in her hotel room while students were present. A comment was made about the underwear being 'nice', leading to a conversation about the students’ and teacher’s relationship statuses.
Further claims suggest Ms. Williams encouraged a student to deceive a housemistress and permitted students access to her hotel room, even answering the door while not fully dressed. She is also accused of inquiring about the students’ romantic lives and sharing personal details about her own weekend activities and social life through videos. Beyond these boundary violations, serious concerns were raised regarding student safety.
Evidence presented to the EWC indicated Ms. Williams allegedly allowed pupils to continue playing rugby after sustaining head injuries, disregarding established safety protocols. During a rugby tournament in London on March 17th, five girls presented to the school’s medical centre with injuries, including head injuries, without prior notification to the medical staff as per standard procedure. Simon Bodley, the former medical centre manager, testified that he did not receive the usual injury reports from physios following the tournament.
Pupil F specifically reported being kicked in the head and feeling pressured to continue playing despite her injury. Johanna Edwards, the former deputy head at Llandovery College, initiated an internal investigation into the alleged failure to properly report student injuries. It was during this investigation that Ms. Williams tendered her resignation. Despite the serious allegations, the hearing also heard testimony highlighting Ms. Williams’ positive attributes and strong rapport with students.
One witness described her as dedicated, humorous, and consistently prioritizing the well-being of the girls. A video of the students singing cheerfully on the minibus journey home was presented as evidence suggesting they were not seriously injured, although this claim is contested given the reported head injuries. The panel is currently considering nine separate allegations against Ms. Williams, encompassing the incidents in London, Cardiff, and Brecon.
The hearing is ongoing, and the EWC will determine whether Ms. Williams’ conduct constituted unacceptable professional misconduct. The outcome of the hearing could have significant implications for her future career in education. The case underscores the critical importance of maintaining strict professional boundaries between teachers and students and adhering to safety protocols to protect student well-being.
