Newly obtained bodycam footage shows Conroe Judge William Waggoner during his DWI arrest, including his responses to officers and sobriety tests before later pleading guilty.

– Newly obtained body camera footage is giving a detailed look at the moments leading up to the DWI arrest of Conroe Municipal Court Judge William Waggoner, including what he told officers and how he responded during sobriety testing. KPRC 2 obtained videos from a traffic stop that happened around 2:30 a.m. on Dec. 10 in the city of Montgomery. According to the footage, an officer pulled Judge Waggoner over after observing him speeding and swerving. “You were going 65 in a 35 man, that’s way too fast,” the officer told Judge Waggoner. “You were swerving a bit, too.”
In the video, the officer immediately points out signs he says are consistent with intoxication. “Your eyes are red, glossy, gazed out. You stuck a piece of gum in or whatever Altoids or something when I walked up,” the officer tells Waggoner. When asked how much he had to drink, the judge initially downplays it saying it was “not enough to be an issue.”

Inside the patrol car, Judge Waggoner is told he will be going before a judge for his charge.
At another point in the video, an officer can be heard acknowledging Waggoner’s role, but making clear it does not change the situation.
Responding officers can be heard on bodycam talking about the judge’s signs of intoxication.

Under Texas law, a misdemeanor DWI conviction does not automatically disqualify someone from running for judicial office in the future. KPRC 2 reached out to Waggoner for comment regarding the body camera footage and his guilty plea but has not received a response.
