Bev Nickson endured a harrowing three-year campaign of harassment by her neighbor in the idyllic village of Wrea Green, Lancashire. What began as unsettlingly persistent 'check-ins' – a man repeatedly approaching her during the school run, questioning her mood and walking uncomfortably close – escalated into a relentless pattern of stalking, intimidation, and online harassment.
This included being followed and filmed on her phone, obstructed on pavements, subjected to malicious gossip, and even receiving threats against her dog. Despite reporting over 30 incidents to the police, Bev found little recourse, as authorities deemed the behavior not criminal. This forced her to pursue a costly and emotionally draining civil case to obtain a restraining order.
The most disturbing aspect of Bev’s ordeal is the revelation that her tormentor was a seemingly respectable member of the community: a father, teacher, and eventually a school governor. Crucially, civil orders do not appear on Disclosure and Barring Service (DBS) checks, meaning he was able to continue working with children despite his documented harassing behavior.
This has led Bev to accuse the UK’s judicial and education systems of a ‘safeguarding scandal,’ highlighting a dangerous loophole that potentially puts vulnerable children at risk. The harassment began shortly after Bev and her family moved into a new-build estate in Wrea Green, a village known for its picturesque scenery and close-knit community.
Initially, she attempted to build friendly relationships with her neighbors, but quickly noticed her neighbor, referred to as 'John,' exhibited a volatile temper and a controlling personality. Incidents escalated from verbal outbursts – one instance left a dance teacher visibly shaken – to deeply unsettling actions, such as John sending Bev a security camera image of her young daughter in his hot tub while he was also present in swimwear.
He also offered private tutoring, which Bev now believes was a calculated attempt to gain access to her daughter. The constant surveillance and intimidation took a severe toll on Bev’s mental health, leading to panic attacks and a feeling of being perpetually unsafe in her own neighborhood.
Her story serves as a stark warning about the inadequacies in protecting victims of stalking and harassment, and the potential dangers of allowing individuals with a history of concerning behavior to maintain positions of trust within the education system.
