Florida Power & Light (FPL), the largest electric utility in the U.S., has filed a controversial request to increase customer base rates by billions over the next four years. Critics argue the hike would be the largest in U.S. history and place an undue burden on consumers already struggling with inflation.

Florida Power & Light (FPL), the largest electric utility in the United States, has filed a request with the state's regulatory agency to increase customer base rates over the next four years. This move, which could cost customers billions and is being labeled the largest rate hike request in history by critics, has sparked widespread concern and debate.

FPL serves approximately 12 million people, making it a powerful force in the energy sector and potentially setting a precedent for other utilities nationwide. The proposed increase comes amidst a period of high inflation and rising cost-of-living, with essential goods like groceries remaining expensive for Americans. The average price of electricity per kilowatt-hour (kWh) in the U.S. has also risen significantly, reaching 17.9 cents in January 2025 compared to 13.6 cents in January 2021, according to the Federal Reserve Bank of St. Louis. On February 28, FPL filed a four-year request with the Florida Public Service Commission (FPSC) to establish new rates for 2026, following the expiration of the current base rate agreement at the end of the year. These base rates constitute a substantial portion of customer bills, and the new rates are expected to impact both businesses and residential users. FPL argues that the increase is necessary to invest in electric service infrastructure, citing unexpectedly high costs for components and labor. The utility company outlines a base rate increase of $1.545 billion in 2026 and an additional increase of $927 million in 2027. For the following two years, 2028 and 2029, FPL seeks additional adjustments under the 'Solar and Battery Base Rate Adjustment' (SoBRA) mechanism, which allows the company to recover costs associated with solar generation and battery storage.Critics of the proposed increase have condemned it as an undue financial burden on customers, with some even suggesting it is the largest rate hike in U.S. history. The Tampa Bay Times reported that the new rates could amount to a $9 billion increase in customer base rates over four years. Commercial customers appear to face the most significant increases, with the base rate for 50kWh demand projected to rise by $182, nearly 13 percent. For large businesses using 2,000 kWh, the total increase is substantially higher, exceeding $9,000 with the new rate, representing nearly 15 percent. The filings did not provide sample monthly estimates for 2028 and 2029. The FPSC will review FPL's request and subsequently vote on the matter. The commission has the authority to approve the full request, modify it, or deny it. If approved, the new rates would take effect in 2026
