ELYRIA, Ohio - The Elyria Police Department responded to a report of a child abduction and stolen vehicle Friday morning. According to police, officers were dispatched to the FriendShip Kitchen gas station on Beechwood Drive at approximately 11:11 a.
m. When officers arrived, they made contact with the 27-year-old woman victim, and background information indicates she had been traveling in the area of I-90 and state Route 57 with her 6-year-old child and the child’s father.During an argument, the woman exited the vehicle, and Luis then entered the driver’s seat and began to drive away with the child still inside. When Luis fled, the woman was briefly on the hood of the vehicle before he stopped and allowed her to get off. Elyria Police said he continued to flee the scene with the child and the woman’s vehicle, as well as her cell phone. When the woman went to the nearby gas station to contact police, it was determined that Luis does not have custodial rights to the child. A Be on the Lookout was immediately alerted to surrounding law enforcement, and the child was entered into law enforcement databases as an endangered missing juvenile along with the vehicle being reported stolen. Elyria Police said at approximately 12:20 p.m., the unoccupied stolen vehicle was located at a storage facility on Toledo Avenue in Lorain. Officers located Luis and the missing child at 1:50 p.m. on 39th Street in Lorain, and Luis was taken into custody without incident.Luis has been charged with two counts of kidnapping, child endangering, interference with custody, motor vehicle theft and theft. He was taken to the Lorain County Jail where he is being held without bond pending his initial court appearance.
