Hays County is preparing to build a civic center on the same spot where it tore one down a decade ago. County commissioners voted this week to sign a preliminary agreement with San Antonio -based Casey Development to build a civic center with a 2,500-seat arena and a 250-room hotel at 1249 Civic Center Loop , to host events such as 4H programs, menudo cook-offs and Selena concerts.
