White House supports governor’s LNG bills as legislature makes significant changes

The letter endorses HB 381 and SB 280 as key to advancing the Alaska LNG project, even as critics question the potential loss of public revenue.

ANCHORAGE , Alaska - The White House is backing Gov. Mike Dunleavy’s property tax bills his administration says is critical to creating the decades-long proposed Alaska liquefied natural gas pipeline.

“Given the scale and complexity of AKLNG, a stable and competitive policy environment is critical to the project’s success,” Alex Meyer, deputy assistant to President Donald Trump, said in a letter supporting the bills. “Clear and predictable tax policy will improve feasibility, attract private investment, and help secure final commitments. This approach promotes job creation, expanded economic activity, and durable public revenue.

”on the proposed gas line, developed by the private company Glenfarne, for up to 10 years or when the gas line produces one billion cubic feet of natural gas a day. It also eventually replaces state and local sales and income taxes on the gas line with an “alternative volumetric tax,” a six-cent tax which increases by 1% every year.

The Trump administration said the Alaska pipeline could strengthen U.S. energy security, bring long-term economic benefits to Alaska and bolster the nation’s role as an energy supplier to allies in the Indo-Pacific.

“This project, in many respects, will be bigger than the Trans-Alaska oil pipeline,” Dunleavy said at an Anchorage press conference. The endorsement comes as Alaska lawmakers continue scrutinizing the governor-backed bills during the closing stretch of the legislative session. Both the Senate and House Resources Committee have pushed their own bills largely deviating from the governor’s - something he says could jeopardize the project.

“The Senate Resources version puts the entire project at risk by dramatically increasing the cost of the project,” Dunleavy spokesperson Jeff TurnerUnder the governor’s proposal, that figure fell to $829 million. Local governments would see their share fall from $5.7 billion to $728 million over the same period.

“We’ve been told by Glenfarne well before this session even started that they needed nothing,” Sen. Bill Wielechowski, D-Anchorage, “They needed no tax breaks, they did nothing. They can go ahead and build the gas pipeline right now, if they wanted to. There’s nothing stopping them from doing that.

”to expand domestic natural gas infrastructure. On April 20, President Donald Trump invoked the Defense Production Act to support expansion of the nation’s natural gas and LNG capacity, declaring related infrastructure essential to national defense. Even with the endorsement, major questions remain. Lawmakers have continued pressing for more financial detail about the project’s economics, and a final investment decision has yet to be made.
