The Pennsylvania SPCA released surveillance video of the person they are looking for in connection with two cases of abandoned puppies in Philadelphia's Old City section

The organization believes the same person was seen in the same area where puppies were abandoned. The person was seen near N. Bread and Cherry streets on December 26.

Six puippies, approximately three to four weeks old, were found abandoned in a parking garage. The puppies were immediately brought into the PSPCA's care, received expensive medical care and support, and have since been adopted, according to the organization. Authorities need help identifying a person of interest in two cases of abandoned puppies in Philadelphia's Old City section. The same person was then seen again on April 18, near Arch and N. Bread streets, dumping another litter of puppies.

Witnesses reported as many as 13 puppies originally at the scene, but by the time officers arrived, only seven puppies were recovered. Officials say six puppies remain unaccounted for. The PSPCA is asking for the public's help after two separate litters of puppies were found abandoned in the same area in the Old City neighborhood section of Philadelphia.

The organization is urging anyone who may have taken the missing puppies to bring them immediately to the Pennsylvania SPCA's Philadelphia headquarters, as they are evidence in an active animal cruelty investigation, and their safe return is critical - both for the integrity of the investigation and for the health and welfare of the animals themselves. Puppies of this age require specialized care to survive.

"Seeing a pattern of abandoned litters discovered so close together is deeply troubling," said Julie Klim, CEO of the Pennsylvania SPCA. "These puppies were left defenseless and completely dependent on the kindness of strangers to survive. " The PSPCA is also asking for help restocking supplies, such as blankets, treats and toys for all animals.
