It's a troubling case involving possible official misconduct, an alleged rape, and questions about the investigation. The Action News Investigative Team reviewed videos that appear to show two Salem City police officers performing sex acts in the police station and a police cruiser. They came to light after Shaquille Lattie said one of the officers sent them to his girlfriend on the morning of August 16, 2025."So I just reach over, and I'm like, 'I can see videos.' And I'm like, 'Wait, she's having sex.' My girlfriend of like eight months is having sex at work and in police cars in full uniform in a police station in full uniform," Lattie told Action News.A video recorded by Lattie from that morning shows his girlfriend's concern. Two days later, she accused him of sexual assault, alleging Lattie used the videos as leverage for non-consensual sex."After you saw that video on her phone, did you have sexual relations with her?" asked Action News investigator Chad Pradelli.We pressed Lattie for answers. "Is that the incident where she could be accusing you of sexual assault?" asked Pradelli. "The best thing about it is I videotaped it just to prove it, just to say nothing is going on here. And in that video, she doesn't say, 'Hey, stop, please, nothing,'" Lattie answered. Text messages between the two in the 48 hours after the discovery of the videos seem to show the alleged victim was open to reconciling, but it's unclear if it was due to the precarious situation involving her job. Since being charged with more than a half dozen sexual offenses, Lattie's case has not been presented to a grand jury. Salem County prosecutors referred the case to the Gloucester County Prosecutor's Office. It would only tell Action News it's still under review, but wouldn't explain why it's taken so long. Lattie maintains his innocence and wants the charges dropped. He's been suspended from his Delaware firefighter job pending the outcome of the case. "That was August. It's now March. I've only been to court one time. She's still working. The other officers still working," Lattie said about his employment. In a phone interview, Salem City Police Chief Michael Brooks tells Action News an internal affairs investigation is underway by the Salem County Prosecutor's Office. It's unclear why it was referred to prosecutors. Under state guidelines, each law enforcement agency shall have its own Internal Affairs officer or function to investigate misconduct. A spokesperson for the prosecutor's office tells the Investigative Team the office can't confirm or deny an investigation. Chief Brooks says neither officer has been disciplined or placed on desk duty. He called the accusations troubling, and added any discipline will be decided after the outcome of the investigation. Action News does not name alleged sexual assault victims, so we're withholding the names of the officers. The alleged victim did not respond for comment. Attempts to reach the other officer were unsuccessful."No. Everything we have ever done has been consensual. We've made videos together. We've been together for eight months," Lattie concluded. Chief Brooks tells Action News he has not seen the sexual videos alleged to have occurred on taxpayers' dime and in government buildings. Lattie claims he spoke to Chief Brooks and offered to provide them to him, but he says the chief told him he had already reviewed them.
