Cici Steward, whose daughter Cile is the only missing child from the tragedy. She criticized Camp Mystic's preparedness for a natural disaster. "Our family lives in a torture chamber of uncertainty," she said. "Our daughter was stolen from us. Cile's life ended not because of an unavoidable act of nature, but because of preventable failures."Other parents, like Lars Hollis, showed the committee the last song his daughter, Virginia, wrote and played on the Piano. As the song played over the microphone, the room, including some of the committee members, fell to tears. "Your words about being prepared. It's a really good reminder for all of us," State Senator Lois Kolkhorst said. As the shattering testimony continued, concerns about the camp's safety plans were called into question. Blake Bonner, whose 9-year-old daughter Lila also died, asked the committee how this happened in the first place. "Why were our children sleeping in a known high-risk flood zone? Why was the stated evacuation plan to stay in place? Why were there no adequate warning systems in the cabins?" he asked. In response, the committee unanimously passed Senate Bill 1, allocating $200 million to improve infrastructure and technology at Texas youth camps. Senator Paul Bettencourt told the families that the committee and he will try to take on as much of the pressure as they can from the families. "The actions of what happened that night, and what we already heard from testimony, are horrific and should never be repeated," he said. The bill includes relocating cabins from flood plains, installing warning systems near rivers, and providing radios for weather alerts. Bettencourt assured families that these changes would be implemented swiftly. "This has galvanized everyone. You can't listen to this testimony and not feel for the families, but also feel for all the other families this could have happened to, and we simply do not want this happening again," he said. "I expect the vast majority to be done by next camping season, if not all of it." With strong support in the committee and quorum in the Texas House, Bettencourt anticipates House Bill 1 will pass quickly and reach Governor Greg Abbott's desk.
