contacted Lucas, Youngkin said he has spoken “to leadership in the General Assembly … and I believe that we’ll have constructive dialogue over the course of the next three weeks.” The tax increase passed by the General Assembly was actually proposed by Youngkin: to expand the state’s sales tax to digital downloads. But where Youngkin would have applied it only to consumers, lawmakers also extended the digital sales tax to software purchased by businesses. All told, the increase would amount to about $1 billion over the two-year period, according to General Assembly projections.And support for the budget was not strictly partisan.
As if his comments weren’t hardball enough, Youngkin’s office announced shortly before Thursday’s rally that he had vetoed 20 bills and signed or amended 30 more, adding to the, 12 that he amended and 64 that he signed into law. With some 1,000 bills on his desk, Youngkin would set a record for vetoes if he keeps up that ratio. Former governor Terry McAuliffe
