The council passed an ordinance of the bill in a 3-2 vote on Dec. 17, 2024, with the mayor following up with a motion to veto. The bill would ensure that police and city officials do not target people and ask for their citizenship or immigration status unless absolutely necessary.
The bill would also bar police and other federal agencies from working together to locate someone based on their citizenship status. 'I veto Bill 47 because this is the wrong legislation at the wrong time.' He expressed concern that the passing the bill may end up classifying the City of York as a 'sanctuary city'—which could threaten the city's access to federal funding. 'What’s really at stake here? A recent bill passed in the U.S. House threatens to take away our federal funding if we get on their list of 'sanctuary cities'. York City’s funding is about $2 million annually that we receive just from HUD, the Department of Housing and Urban Development,' Helfrich said in the statement. 'I don’t think we’re in the position right now to lose $2 million that is helping our communities,” Helfrich said during the council meeting. “You’re gambling with money that we’re using to do good things.”Extremely disappointed that Mayor Helfrich vetoed this legislation because he is more concerned with losing funding when there is a bigger issue at play here. The council hopes to overturn the veto by a two-thirds vote come the upcoming meeting set for Tuesday, Jan. 7
