Mr. Xi’s impartiality is questioned by the West, where Mr. Putin is wanted for alleged war crimes.In many ways, the two economies complement each other. Russia is a powerhouse in natural-resource and energy exports, which China needs to fuel its manufacturing sector. Despite this, China still does far more trade with the West than with Russia.
