Wuhan lifted a strict lockdown on April 8, after 11 weeks of residents only being allowed to leave their homes for very limited reasons. The ambitious target, titled “Emergency Notice”, will see all districts in the city present a plan on Tuesday for how they will carry out the tests within the short timeframe, according to a report from state outletAn internal document laying out the plan, titled “10-day battle”, says the elderly and densely populated areas should be tested first.

COVID-19 was first detected in Wuhan in December last year, with the city becoming the first to activate a lockdown of its residents to prevent further spread. Around 60 million people in other cities across Hubei province were put under lockdown. As cases slowed dramatically, authorities have been on alert for a potential second wave of imported and asymptomatic cases.
