WASHINGTON—Senate Democrats on Wednesday began a long-shot attempt to overturn President Trump’s payroll-tax deferral.

They started a process that could force lawmakers to take a vote on ending the deferral program. Under the Trump administration’s action, which took effect Tuesday, employers can stop withholding the 6.2% employee share of Social Security taxes through the end of the year for employees making under $104,000 on an annualized basis. But they must recoup that money from employees in early 2021.
