McCarthy also would agree to have the House vote on bills such as congressional term limits and allow more of the body’s most conservative members to serve on the Rules Committee that controls the flow of legislation and dictates terms of floor debate.McCarthy made no progress on the 7th ballot when the House kicked off its Thursday session, as 20 of his own backed other people and one voted present.

“It’s not like the people sitting in . . . Minneapolis, are going ‘oh my god, we don’t have a speaker. Well, how am I going to go to work today?’” Roy said.
