Participants at a summit in Berlin aimed at ending the Libya civil war agreed to a cease-fire and to uphold an existing U.N. weapons embargo.

BERLIN—International backers of the two main sides of the conflict in Libya agreed to support a cease-fire and uphold an embargo on the arms and financing that are fueling the nearly decadelong conflict.

The agreement, brokered by German Chancellor Angela Merkel, was signed in Berlin by the regional powers involved in the conflict in the presence of commanders for the two main Libyan sides. Leaders from the two sides didn’t meet with each other.
