The project was already approved before FIFA chose Philadelphia as one of the 16 sites on the continent -- there are two in Canada and three in Mexico -- and the original plan called for 12 multipurpose athletic fields, but those fields were all supposed to be made of artificial turf. However, part of Philadelphia’s bid promised that two of the fields would be natural grass, to accommodate FIFA requirements.
